Compare an Istanbul rental candidate and an Alanya candidate at the property level. Neither city's name establishes whether your intended operation can proceed. Obtain the same documents for both, then direct each file to the responsible provincial authority for case-specific questions.
Make the proposed operation comparable
Write one description of your intended rental business: stay and contract patterns, services, owner-use dates, booking channels and the proposed operator. Apply it to both candidates before comparing projected income.
If the proposals differ—for example, an individually managed apartment versus a managed rental pool—record that difference explicitly. Otherwise, you may be comparing different operating arrangements while attributing the result to location.
Use the Ministry's application guidance to ask which category and documentation apply to each proposal. Do not infer a permission outcome from a marketing description such as 'tourism residence'.
Build a side-by-side evidence file
Fill both columns with document references, dates and unanswered questions. Leave missing evidence marked as missing.
| Check | Istanbul candidate | Alanya candidate |
|---|---|---|
| Exact unit | Recorded unit and address | Recorded unit and address |
| Owner and operator | Named parties and authority evidence | Named parties and authority evidence |
| Building category | Classification and relevant plans | Classification and relevant plans |
| Consent and management | Plan, decisions and consent evidence | Plan, decisions and consent evidence |
| Permission status | Document, holder and verification response | Document, holder and verification response |
| Operating costs | Itemised proposal and exclusions | Itemised proposal and exclusions |
| Unresolved conditions | Question, responsible party and next action | Question, responsible party and next action |
A polished brochure should not count as a substitute for an empty evidence cell.
Ask each province the same core questions
Submit the relevant file and ask:
- Which application category fits this unit and operating arrangement?
- Which building or owner-consent evidence is needed?
- Who could apply for and hold the relevant permission?
- What would a change of owner or operator require?
- What remains to be completed before advertising or accepting reservations?
For a villa, check recorded ownership and shared-site arrangements. For an apartment, examine the actual management and consent documents. Do not treat either building form as an automatic approval or refusal.
Check permission separately from operating readiness
Ask how to verify any existing permission against the unit and named holder. Then review the Ministry's permission and advertising notice with the authority when establishing the next steps.
Request an operator proposal covering guest administration, cleaning, repairs, reporting and owner access. Obtain a separate qualified tax assessment. Record which costs have evidence and which remain estimates; do not reward a proposal simply because it omits unresolved expenses.
Decide what must be resolved before paying
Classify each candidate as documented for further assessment, awaiting specified evidence, or dependent on an unresolved operating assumption. Ask your independent adviser to translate material uncertainties into proposed purchase conditions, including what happens to reservation money if the intended use cannot proceed.
Use Ogenus's Investment Property Search in Alanya to organise the Alanya side of your comparison. Obtain the Istanbul property's records from its seller or representative. Choose between the actual files and your ability to carry the costs, without substituting a city-wide permit or income claim for evidence.
